More than 70,000 properties could be eligible for subdivision under Western Australia’s latest residential design-planning reforms.

Landowners in WA will have greater flexibility to develop their property, as the state opens consultation on its latest planning reforms.

The proposed changes to the Residential Design Codes (R-Codes) aim to make it easier to subdivide or build a granny flat, unlocking development opportunities for more than 70,000 properties.

If the reform takes effect, the Western Australian government will scrap average lot sizes in Perth and Peel, unlocking greater housing density in the capital.

The reforms will significantly change granny flat requirements, including increasing maximum floor space and abolishing minimum car parking requirements.

The changes to planning requirements will extend to apartment standards, with simpler rules for developing low, medium and high-rise structures.

The new “Mid Rise” code will support development of up to six storeys, while two new “High Rise” codes will cater to developments from 16 to 20 storeys.

Western Australian Minister for Planning and Lands John Carey said the reforms aimed to minimise red tape for developments that increase housing density, while giving more opportunities for those looking to downsize or enter multigenerational living.

“These reforms are a game changer for Western Australians, with property owners given greater flexibility to develop their land depending on their individual circumstances,” Carey said.

“By adjusting the standards for granny flats, more developments will avoid a two or three-month planning approval process, saving time and money with only a building permit required.”

The government said feedback will play a critical role in informing the final R-Codes before they are submitted to the Australian Planning Commission.

The consultation period for the reforms will close on 26 February 2027.

“Whether it’s a granny flat for a young or ageing family member, or subdividing off the backyard to downsize, we are providing more opportunities for housing choice in existing suburbs,” Minister Carey said.
